Γ: the boundary between proposal and effect
Γ is a non-learning assurance boundary for proposed effects. It holds no goals of its own and creates no authority.
Validation
A specific proposal is bound to context, authority provenance and invariants. The result is valid, invalid or unclear.
Approval
A valid check replaces neither permission nor human approval. When the outcome is unclear, the effect does not proceed and the case is surfaced.
Execution boundary
The execution path must enforce the check immediately before an effect and record the outcome for review.
