Atomic Rules: small rules that survive architecture changes
Atomic Rules preserve basic distinctions so higher system layers cannot quietly redefine safety boundaries.

Core chain
Observation is not belief; belief is not knowledge; knowledge is not authorization. Memory is not authorization; a proposal is not execution.
Bound effect
Every external effect needs a mediated path, purpose-bound authority, validation of the specific occurrence and a traceable outcome.
Uncertainty
Unknown outcomes stay unknown. Negative evidence is retained; stopping takes priority over autonomous continuation.
